Classic Civil Service Pension - Pensionable Final Salary

Is the Classic Pensionable Final Salary used in calculating the Classic benefits the salary on the last day of work or when you defer (thus can be after an immediate pay rise so only need to work one day at that salary) or is it the average of the last 12 months of salary?
