I moved from England to Scotland on 28th March. I have just discovered that to qualify for the £150 rebate in England you had to be resident on 1st April, and to qualify in Scotland you had to resident there on 14th February. So, it appears I will not qualify for the rebate.
Just wanted to check, if anyone knew if this is definitely the case?

1 April 2022 is certainly the date for England and a media source says Feb 14 for Scotland. But I would check the Scottish date with your council.
If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales1
