Can someone in England get NHS treatment on the Welsh or Scottish NHS

I'm NOT looking for medical advice let me make that clear. 

Right so I live in England, went to the GP since I suffer with Pectus Carinatum, the GP referred me to the Liverpool's heart and chest hospital. Phoned them up to day and was told that my referral had been flat out refused and not reviewed because it was classed as and I quote the receptionists words here, she said it was  "A pectus referral. Which the NHS in England doesn't commission any sort of treatment for, you'd need to look at going to Cardiff Wales or Scotland or go back and see your GP."

So as an English patient who lives full time in England would I be eligible for NHS treatment across one of the borders, only I don't want to make an appointment for my and waste her time when she could be seeing someone else

    You're probably best contacting hospitals in Wales & Scotland which undertake pectus surgery and asking. Your problem is that it is not currently funded by the NHS in England, so any other NHS body would not get paid as it is not a commissioned surgical procedure.

    To be seen at a Scottish or Welsh hospital , if it is one that is not in your usual area (some communities that are close to the border are allowed to use hospitals on the other side for some/all proceedures ) your gp would probably have to fill out an individual funding request for the treatment. The problem is that if NHS England will not fund this proceedure in England , it will not fund it elsewhere. 

    Speak to your gp but I wouldn't be overly optimistic . Looking at NHS policy unless you have very specific problems surgery would not be funded. https://www.england.nhs.uk/wp-content/uploads/2019/02/1675-Policy_Surgery-for-pectus-deformity.pdf

    from the looks of it I've got no chance of getting NHS funding, been in pain for a few years now, but I'm going to talk to my GP, since she put forward the referral and see where we can go from here, I know I've got more chance of wining the lottery than ever getting surgery done privately

    A request for funding is required for any treatment outside your local commissioning area.   Even though you have choose and book, you can request a hospital with a shorter waiting list or will see you for your diagnosis.  But having then been seen and if they want to do surgery youd need to request funding for this from your PCC. 
    It’s worth getting an opinion on if they feel surgery is required.
