Hey, are Thomas Higgins bailiffs or debt collectors? Any information on them would be much appreciated

    They are a law firm, that offers debt collection as one of its services.

    They use the courts to obtain judgement, and it appears, to enforce them as well.

    Thomas Higgins Limited are a firm of solicitors based in Wallasey, and as Sourcrates says they offer debt collection as one of its services. 

    In reference to your second question: "Thomas Higgins Limited are able to take cases to court and instruct Certificated Enforcement Agents if their Letters Before Action do not result in payment. In practice, most of the cases that they deal with do not get that far. However, if the Letter Before Action does not result in repayment of the debt they are capable of taking matters further." (Source)

    So basically if you do not pay in response to receiving one of their letters before action, then they can take the matter to court and have enforcement agents (bailiffs) try to retrieve payment.

    Keep in mind you may have a defence to their claim, so if you are receiving letters from them, or an LBA or an actual court claim, then Legal Beagles and Debt Camel, offer good advice on how to respond to such things.
