NI water pay scales

Considering applying for a post with NI water at level 5 so pay scale is around £30-37k. I haven't been able to find public copies of the pay structure so don't know how many steps are in the scale and how you progress through the scale.
Civil service has about 3 steps per scale but the difference in bottom to top is much less than £7k. Basically I'm wondering how long it takes to reach the top level of pay!
