What is possible with Car Allowance?

Hi,
I have read several car allowance threads and still am unsure about it (bit thick). I am being offered £4500 car allowance.
- I'm a basic rate tax payer.
- They are saying that the customers site where i have to go every day will be my base (so they won't pay me any subsistance or mileage etc.)
- I am not probably going to do any company miles.
- I have to drive 40miles a day to get to underground station to get to head office or to site (then I spend £2 parking and £7.30 on tube).
So
1. Can I argue it that I drive to station to go on site and call it company miles? How do they check? What proof do you have to provide?
2. Can I do this if I'm not claiming any mileage from the company?
3. It's hard to park by the site but if it was worth my while i could drive all the way to work (about another 40 miles a day).
4. What proof do I need to show that this site is NOT my base?

Well my company pays employees £15 a day subsistance.
I have been working as a contractor there for 3 months.
They don't want to pay me the £15 so the offer is conditional on not claiming the £15 i.e. treating the site location as my normal place of work.Girls are gonna love the way I toss my hair. Boys are gonna hate the way I seem.
