Can I reclaim NIERS on self-assessment?

Hello, I have been forced to work through an umbrella company. I have had my first payslip and discovered NIERS for the first time. I understand that I have to pay the umbrella this and that they pay it on to HMRC as employer's National Insurance. Additionally I am charged my own NI on the PAYE payslip. I am planning on claiming back my own NI in self-assessment as I will not likely earn more than the lower income limit this year. So can I also claim back the NIERS I will have needlessly paid? Has anyone else had this experience?

    You’d be better posting this on the tax board. 
    Gut feeling says no as NI is non cumulative
