Tax rebate

If someone worked for an employer until September last year, then left and hasn't worked since, how do they get their tax rebate? Is it just calculated and sent by cheque by HMRC, if so when, or would the person have to apply for it somehow?

A calculation is sent by HMRC but no cheque.
You are invited to claim the tax overpaid via your Personal Tax Account and the refund is paid into your bank account.
It's only if you don't do that that a cheque is sent, several weeks later.
