Council Tax Banding Review

I wonder whether anyone can help me. Back in April a friend and I were discussing our council tax bills and he was shocked to hear I was in band D while he was in band C considering we both have similar sized 2 bedroom homes, within a couple of miles of eachother. I live in a square with some 3 bedroom homes that are also all in band D. I had a little look into the process and what Martin Lewis says about it and I wrote to VOA with the comparison. They came back and asked me for further evidence as this wasn't sufficient. I then spent some time looking up similar home in terms of size and mid terraced within a couple of miles of my home and I gave them a list of quite a few examples. I could of given hundreds all all similar houses in the surrounding area seem to be in band C, but I thought my list of about 20 would be enough. 

They've responded to state that this is not compelling enough evidence to investigate and that I need to evidence homes of a similar size, type, build and built at same time.. (How do I find out when homes were built?) 

alternatively I can base it on the cost of the house as of 1991, however my house was built in 2004 so this isn't possible. I did use the agency website that Martin suggests to find that in 1991 by home would have been worth XX amount, but apparently this isn't evidence either. (in fact that valuation puts me in band . 

I can't work out what I'm missing or how I find any additional information to give them? I've lived here for 10 years now so it would definitely be worthwhile to try and get the banding lowered.

As your home was built in 2004 and mid terrace, look for similar recently built homes which would be usually identifiable in having miniscule front gardens, tiny back gardens, very close together and with many 3 storey townhouses amongst them.
