Can anybody advise if this installation quote is normal or high at current climates?

18 x Hyundai 410w Panels
1 x GivEnergy 5W hybrid inverter (Gen2)
1 x GivEnergy 9.5kwh Battery 
18 x Bird Protect all around

£13,000

    So a 7.4kwp PV with a 5kw inverter and a 10kw battery, sounds ok to me.
    4.3kwp JA panels, Huawei 3.68kw Hybrid inverter, Huawei 10kw Lunar 2000 battery, Myenergi eddi, South facing array with a 15 degree roof pitch, winter shade.

    Agreed, £13k seems pretty normal for that size of system in the current market.

    I'm paying 1k more for two of those batteries and two inverters ( gen2  3.6) with a similar size array and Tigo optimisers- but I placed my order at the end of March, so may have got lucky.

    I'm thinking about adding 18 tigo optimisers plus the monitoring device which I assume will be an extra £1000 but read that bypassing diodes do the same thing, can anyone explain to me if it's worth forking out of an extra grand for it?

    I'd ask your supplier to look at his prices again as I've been quoted alot cheaper than you - around £32 per optimiser.

    I got them to add 18 tigo optimisers and clould connect kit with TAP for £800 which seems reasonable.

    so all that grand total £13800

    That seems better, TIGO optimiser prices seem to fluctuate almost daily, I've also TAP monitoring with mine. Good luck with your install if you've settled on this option.
