Rebanding help

Can anyone help?
I live in a 3 bedroom bungalow with a 1 bedroom annexe attached by a door, the deeds of the mortgage do not allow me to brick up this door and make it a separate dwelling. The property was always banded D, in 2002 I bought the house from my dad, the council came round and rebanded the house band E and the annexe A, in my mind that makes an F, as in effect its still one house. I feel this is wrong and have done for a while, how would I get the council to look at this? And is it worth trying?

It would have been the Valuation Office Agency (part of HMRC) rather than the council who would have dealt with the banding. If the annex has room for living/sleeping, facilities for preparation of food and washing, has its own WC and has either separate access from the main dwelling or is accessed via a hallway of the main dwelling, then it is correctly separately assessed for CT purposes. It is extremely unlikely that the VOA would have raised a separate band if the annex did not meet these requirements.
One has to ask why didn't you appeal the band when it was increased back in 2002.
You can appeal the band on the main dwelling, but if the VOA say the band is correct then that is more or less the end of the matter.
