Dividends in offshore accounts - Considered as income or £2000 dividend limit?

Hello,
I hold a investment account overseas where the dividends are paid to my overseas accounts.What I want to know, for self assessment purposes, is are those dividends considered as Income or Dividends? Can I include them in my £2000 dividend allowance?
