Tax Code Change, rebate pending P11D submission - What can I do?

I have an issue with HMRC changing my tax code in error to D0 M1 which resulted in me overpaying quite considerably in Feb. This was not corrected and resulted in me overpaying again in March. From my calculations I am owed somewhere between £2000 - £3000. 

I spoke to HMRC who advise that they can't recalculate until they get my P11D (associated with taxable benefits) from my former employee and they have until 6th July to submit this. I have spoken to my former employer who tells me they are awaiting details from the healthcare supplier to complete the P11D submissions but even when they get it they cannot expedite a single case, it needs to be done for the whole company.

This mean, I could be waiting until July/Aug (maybe longer) for a repayment, which I really can't afford. Is there anything that can be offered in terms of support/assistance by HMRC?

You won't be getting a refund until HMRC have the P11D details.

They should accept a copy from you, rather than you having wait for them to process your employer's P11D submission but will want the actual details before making any repayment.

They may also want details of your (non ISA) interest for 2021:22 before making any refund so you could start collating that in readiness.

What prevented the refund being included as part of your pay in March?

When I flagged it in Feb they said they corrected it on their system and notified by current employer. However in March my Tax code used by my employer was still D0 M1. 

HMRC, when I called, said they had notified as advised but my employer said they hadn't received any notification.
