Selling my PRC house buyers having issues getting mortgage

I'm currently selling my PRC house, it's a semi-detached property but only this half is repaired and the other half is still owned by the council in it's original Unity construction state.
I've provided the PRC certificate from the council to my buyer's solicitors but after my buyers have tried to get a 10% mortgage with Nationwide and Halifax and both lenders have sent surveyors that have rejected the property because there is one wall that is unrepaired, i.e. my neighbours council own property that has nothing to do with mine and the PRC should guarantee that my half of the building was suitable on its own merit.
However I bought this house 8 years ago (from Nationwide) and didn't get the same issue, although I was paying a 20% deposit so I don't get it.
Has there been a policy change in the last 8 years?

Did you ever get some clarity on this? I'm in a similar situation but the adjoining property has actually been repaired at the same time as mine. I have reached out to the company that owns the property next door to request their PRC certificate but I'm not sure they will give it to me. Shared the planning approval for the PRC repair for the whole street from back in 1989 along with my PRC certificate but Natwest is still insisting on a PRC certificate for the neighbour's property. Infuriating!0

Are you not able to buy the access to the PRC for their property from the council on their behalf?
FYI because of this issue I was forced to sell in an auction because none of the buyers were keen on the high rates given to them by Nationwide due to my limited timescale.1
