I have not completed a tax return for quite a few years but find I need to do one for Yr 2021/22. I already have a UTR issued previously but wasn't sure if you have to re-register every year you want to submit a return. I plan to submit a paper return, so can I just complete the form using my existing UTR and send it off or do I need to advise HMRC in advance that I will be submitting a paper return? Thanks.

You would be better off re-registering.
If you don't do this then when HMRC come to review 2021:22 they may send you a PAYE under or overpayment notification and this isn't required if you self assess.
So re-registering now could save you hassle in the future.
Also, unless you have been made bankrupt you should retain the same UTR for life.
