Council Tax Re-Banding

I have lived in a one bedroom shared ownership 'affordable' housing flat since 2008. Recently I found out that my neighbours (in identical flats just on different floors) are in Council Tax D band whilst I am Council Tax E. I asked the Valuation Office to reconsider but they have said that whilst the flats are identical because I am higher up the building my flat is worth more. My neighbour and I both had our flats valued recently (she is on the 4th floor I am on the 8th) and were quoted exactly the same amount. I wondered if it is because we are shared ownership/ affordable housing that the estate agents have just quoted the same amount? I would like to sell my flat as it is no longer affordable (the service charge element in particular keeps going up) but am concerned that with my council tax being higher this will not be possible.
It does not appear that there are any grounds to appeal the decision of the VOA on. Do I just need to suck it up and be more aware next time? Really frustrating as the flats are identical in everyway including, according to estate agents , the value. Grr.

Whereabouts are you that you are paying Band E on an 8th floor 1 bed affordable shared ownership flat?
If you can find 8th floor (or higher) 1 bed flats in nearby blocks in Band D, you may be able to persuade the VOA to reconsider.If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0
