My wife is employed and isn’t liable to pay tax as she earns too little but does pay NIC. When the NIC thresholds increase in July 2022 she won’t pay NIC. I assume to protect her retirement pension she will have to pay Class 3 voluntary contributions which amount to over £15 per week. If my understanding is correct she will be far worse off financially than she is now. Is my understanding correct?

You don't have to pay NI to get a qualifying year.
