"What to do about it" is to pay your taxes, IMO.
Although council tax only makes up a minority of council budgets, it helps pay for things like:
- Social care for the elderly.
- Schools.
- Roads.
- Waste disposal.
- Sports centres and parks.
- Transport.
- Planning and enforcement of building regulations.
- Many other things ranging from burials to libraries.
Personally I don't bebrudge contributing to that. Most councils have had to make shocking cuts of 30-40% in real terms over the past few years.1
