I would have thought the college would make the person do gcse during that first year as a condition to go to the second year. Maybe that's why they want out maybe they have failed it or think they have

They do. Anyone who hasn't passed English or Maths at Grade 4 or above is required to re-sit. Some take again in November resits (think that depends on the college and how close student came to passing before) or if not the following summer. If they don't pass that first year at college and they're still under 18 then they have to re-sit again I believe

Wondering what the real question is ...

Is it more "How do I persuade my 17yo to stay in college and get their GCSE Maths"?

Leaving aside opinions about the value of the examination system as a measure of ability or intelligence, public sector employer here and we will not recruit anyone without a GCSE C or 4 in both English and Maths or their equivalent; unless they are applying for an apprenticeship entry, in which case they are required to obtain equivalency before the end of their apprenticeship (if they don't, they have failed it).
