I'm always wondering what gives the Bank of England the right to inconvenience the British public in this way, by completely withdrawing the use of all banknotes of the previous issue on a certain date, and what is the purpose of it..?

All other countries in general (as far as I know), including Scotland and Northern Ireland with their issues of sterling notes, do not put such a time limit on the usage validity of previous issue banknotes when a new one comes into use. They just retire them from circulation over time when gradually received by banks.

Another misleading headline. Not made clear until well into the article that this applies only to non plastic notes.

At first look it infers that £20 and £50 notes in their entirety are to be discontinued.

It's in the first sentence of the article. As well as the headline, the subject of this thread and the opening post. Not sure how it could be made any more clear.
