HTB Scheme, Estate Rent Charges and Ground rent

Hello everyone
Myself and my husband got our mortgage offer 31st Jan. We were close to exchanging on the property when we were told there was a clause on the freehold document which as to do with ground rent/estate rent. By the end of March it will make it 2months since we got our mortgage offer but we cannot exchange nor complete due to the clause. The developer as now told us they are waiting for HTB and the council to make a decision and they have know idea of how long it will take for them to get a response.
I will like to know if anyone has been through this. How long did it take for things to be resolved and what was the final outcome.
