VAT is a separate tax from income tax- different department , different  tax.

Even a trader would  not be able to claim VAT back if he was not VAT registered.

It is nothing to do with Income Tax..

just to advise on my status: I'm paye, part time, i do not pay tax or NI, I do not pay into a pension, I am not VAT registered. My employer doesn't supply any tools to do my job. I don't understand why I can't claim VAT back on tools that I purchase in order for me to do my job just because I don't pay tax?

It's really down to your employer to supply you with the tools necessary to do your job.
As others have said, if you are not registered for VAT you can't claim it back.
If your employer is registered for VAT then if they bought the tools they would be able to claim the VATback (and offset the total cost of the tools as an expense of the business against any profit).

You employer should be paying your expenses back. Ask them for a form and send over the receipts with the form.

If they won't pay those expenses then you're out of pocket

Why have you bought tools without confirming that your explorer would reimburse you?
