Please can anybody help? Council Tax Improvement Indicator.
Hello, I am in England. Forgive me if I have placed this in the wrong section of the Forum. I sent it to Home DIY but feel that was the wrong thing to do.
I have been on the Council Tax Property Band webpage to check my Council Tax Band and have noticed an indicator in the details for my address. It states : Improvement Indicator “Yes”. Effective from ... ( I presume is a date but it is left blank).
I am aware if a property has been improved or extended since it was placed in a Council Tax band, a "Yes" will be shown and the band reviewed and may increase following the sale of the property. No other properties in the row with kitchen extensions and conservatories have the "Yes" indicator.
Question 1) How can I find out what date it was added and if it was for a submitted plan for a Dormer that was never started so no first inspection (the three year start by date has ceased )?
Question 2) Would this need a visit to the property before changing it?
2003, we submitted plans and had a tiny kitchen extension/Conservatory (2 x 2.5 metre kitchen plus a 3.5 x 3.5 metre conservatory) completion certificate was provided so I don't think it is due to this. This replaced a leanto workshop so not much more value added.
2015 Rear Dormer application was submitted and we were granted permission to complete by following the Plan but the 3 year start date ceased so we did not start it so no first Inspection by the local council. I think it could be due to this but don’t understand why if the work didn’t start and there was no Inspection which is required before any work started? Can anyone advise on this?
2019 we had a re-roof completed and added a Velux.
Later 2019, we had a new raised subfloor with new joists, insulation and boarding above , completed in case we ever changed our mind and wanted to complete it to a skylight loft conversion in the future but not a Dormer, We also had a hatch with loft ladder fitted and now use the loft for storage. Would the work in the loft effect anything if we asked for the indicator to be removed due to not starting the Dormer Loft Conversion, if the indicator is due to that?

You are basically overthinking this.
The kitchen extension and conservatory would be sufficient to trigger an improvement indicator. It doesn't matter if "not much more value added", there have been alterations to a property thus the improvement indicator.If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales1
