I don't know anything about whether they will pay, but I can say that if anyone asks at the interview how you will get to work, give them a solid answer - don't say that you hope Access to Work will pay for taxis but you're not sure.

I think the employer won't care.  It isn't their problem. It's the OP who is asking for themselves.
If they live a fair distance from the employer and there is not much public transport, then "how will you get to work" is a pretty common question - and if the answer is "I am not sure", that's going be a negative.
I can't ever think of checking where a candidate lived. They applied for the job. It's their issue to get to work.  I think most recruiters don't even consider that. If someone applies,  it's generally a given they can get to work.
Maybe you don't.  I can assure you many employers do.  They are aware that a lot of people might think they can get to work but will thereafter have problems doing so, because it happens all the time, particularly in rural areas.

I've just done a round of interviewing for an awkward place to get to without a car. One of my questions did relate to the commute as none of the candidates drove. A candidate arrived late for the interview due to missing the bus and the one who has been taken on leaves early to ensure the return bus is caught; hours have been fixed to accommodate their commute meaning we lose a few hours of them working each week.

If I was to use public transport it's 2 hours each way, walking and a few changes, and I wouldn't make it in for my start time.

In previous city jobs I've asked potential employees about their commute and told them to leave home earlier to get in on time when they've been late after joining the company.
