EWS1 rejected by lender

The valuer’s response is
“Unfortunately the EWS1 is not acceptable because the signatory does not hold a suitable qualification. For option B1 the requirement is a single signatory that is a Chartered Engineer (C.Eng.) or Incorporated Engineer (I.Eng.) who is also MIFireE or FIFireE. The EWS1 form is not intended for joint signatory and in this instance neither signatory is a member of IFE.”
The building had a fire safety report signed off by a IFE member and peer reviewed by a member of IFSM.
Then the EWS1 form signed by two people who I was told that are qualified for such task. It would be great if anyone can help look at these documents and let me know if they are comply to the requirement of RICS. And suggestions on how I can appeal my case to the valuer.

They do seem to have a point, even if you ignore that the form requires one signature and assume that IFSM is equivalent to IFE, neither of those signatories have met both parts of the required standard, and it is clear that the IFSM does not recognise a member without the engineering qualifications as competent to sign...
