Correcting a council tax banding

We bought our house in 2020 and it sold for 392500 which works our council tax banding to be an E. However the property next door which is identical sold at 79000 in 1995 so surely our house would have been the same value therefore a band D. Also when our house previously sold in 2008 it would have put its price at about 79000 in 1991 (on the natwet calculator). (So we clearly paid over its value when we bought it). Do I have a case to argue the council tax banding? Or did we just pay too much for our house and we are now being done over again??

    I'm ex VOA and in the area I worked, 1995 house prices were around 20% minimum lower than 1991 prices. So £79,000 in 1995 would show a 1991 value of around £99,000 in 1991. NW and other HPIs are notoriously inaccurate, undervaluing 1991 prices. So on the evidence you have I don't think the VOA would agree to reduce your CT band.
