I would do it the other way round - as if you don’t get the refund but just my opinion.On the second point - on the tax return you must enter what has been declared on the original filing and will receive credit for it. Have a look at the paper version of the tax return below - boxes 9 and 10 are most relevant to your question.1

First you choose whether to fight for the refund or not. If you choose to do so, the safest route is as you say. The self assessment has boxes in it that allow you to enter what you had already entered on the online return, although actually getting a refund can be slow.
Once in self assessment, theoretically it is easy to get out of it for a later year when it is not required. Having just discovered that HMRC still had me down as a partner in an accountancy firm I retired from over 19 years ago, I cannot say with any confidence whether they will actually do so.1 -

So, fingers crossed I'll only have to do the Self Assessment once, and I just need to decide which way round I want to do it - effectively one way, I'll pay upfront and claim back in the SA, and the other way is I don't pay up front and then pay in the SA (that is, assuming I get the fees back from the other party).
I'm thinking, it's probably safer to pay the extra now, as if I hadn't paid any fees, and if I do manage to get the fees back, I don't need to claim a refund. If I don't get them back by the end of the year, then I'll claim a refund. I'm not too bothered if the refund takes a while, as long as I know it will arrive at some point.1
