Damp survey rejected due to our names not being on the report

Hey all - just trying to wrap my head around the situation we have.
We applied for a mortgage with Halifax (in England if that counts). They did the basic survey, found some small potential issues with dampness (plus something else but that's another story) and said the flat can't be valued.
Our sellers said they previously fixed the root cause of the dampness. Unfortunately they couldn't find any papers about this (...) so we agreed the sellers will pay for and conduct a damp survey. Everyone agreed that this is reasonable as if they could show any proof about the work being done we wouldn't be in this situation.
Survey was done, there is indeed a small issue that can be easily fixed according to the report so we're not fussed about that.
We sent the report to Halifax to see if the decision can be overturned.
After 2 weeks the bank decided they are rejecting the report as the buyers' names are not on it. It has the date, the address, everything so we are a bit baffled about why this report is not acceptable.
According to our case manager it's not enough if we try and put our names on the existing report, Halifax will reject it again. We need to do a new survey to satisfy the bank.
Did someone else encounter anything similar? Is the bank reasonable in this situation?
We are first time buyers and not originally from the UK so we might be a bit unexperienced about how these things should happen. But it kind of feels like everything is working against us.

i think the bank wants the report in your name as it demonstrates the report is impartial, whereas if it addressed to anyone else it is written for them.
I’m in a similar situation, what was the result on yours?
