New council tax income banding

Just received my council tax bill for 2022/23.
I am currently claiming PIP and ESA as disabled and my husband is my carer and in receipt of carers allowance and only works 10 hours a week, so on low income.
In previous years we have received a council tax reduction as in the vulnerable group, however, this year it seems councils have a new scheme where, discounts and calculations have changed and its now done on your income. From the little bit of research I have done I think all councils are doing it but can apply there own figures and discount percentages. For example we are with Surrey Heath and if your remaining income (after disregarded income) is between £60 and £129.99 then you only get a 40% discount off the total bill.
To put it into perspective
For year 2021/22 we had to pay £229.32
For the year 2022/23 they are asking us to actually pay £1767.35.
That is nearly a 700% increase, how is that even possible.
They may well disregard PIP, Carers allowance and the support amount of ESA from your income but we will still have to use this money towards the monthly instalment.
I'm so worries as I don't see how we are going to be able to make the payments which are £179 per month, when they used to be around £25.
Included in the new figure is the fact that they have deducted £10 a week from the reduction as my 19 year old son is living at home, yet I thought if you were on PIP no deduction was made, some other councils advise that on the new scheme but not Surrey Heath, it should be the same rules across the board, surely.
All of a sudden the poor and disabled will undoubtedly be on the streets at this rate.
