Council Tax second home wales

So already paying 100% council tax extra on my ONLY  home , owned in Wales but the council are classing it as a second .
I go to my house every other weekend and go there on all my leave (6 weeks ) plus after nights which could be a few more weeks a year.
I  RENT down South as my job is not available unless I travel 143 miles round trip everyday .
I am looking to take early retirement next year and I cannot afford to pay this council tax rise they are planning to implement next year of another 300%
.I bought the house in 2013 as I want to retire in my own village .Yes I am fluent in Welsh and only use local tradesmen as I went to school with most of them .
Any help/ advice on this matter would be appreciated please

    I am fluent in Welsh and only use local tradesmen as I went to school with them . I bought the house in 2013 and my mam and dad used to live in the house originally  with me in 1972 .My cousin was born there in the 1950s.My grandparents and great grandparents are buried in the local cemetery.I am a member of the neighbourhood scheme .

    I rent down South as my job is not available unless I travel 143 miles round trip everyday to the closest government building near my Welsh home ,I have been doing my current job for nearly 30 years in a local government setting.I bought the house  as I want to move back to my village and it’s my home.My parents are now elderly and my father has a serious illness .
    I am looking to take early retirement next year and I cannot afford to pay this council tax rise they are planning to implement next year of another 300%. I have always paid the council tax up there but have never registered there as I just didn’t as paying council tax down south .
    The council keep allowing old buildings to be used for air b and bs as well ,which goes against what they are trying to stop 
    Any help on this matter would be appreciated please .As I said before I only rent down South and my Welsh house is my only home I own ? As I also said I a local from the village .I will be forced to sell my only home if this goes ahead .
    I feel like I am being treated like a holiday home owner in my own village .

    If you are planning to take early retirement next year then surely you will give up your rented house and thus only have one house (in Wales) upon which you will only pay standard CT. But if this will not happen for several months into 2023/2024 CT financial year, you should see if you could get your Welsh house reclassified as your main residence, especially as you will possibly be spending more time there.
