Land Transfer Tax in Wales

I wonder if anyone could advise please.  

My father in law has left his house  to be split four ways  between my husband, son, daughter and sister in law.  The house is in Wales. Two of the beneficiaries want to sell their share.  Our daughter and  my husband would like to keep the house. 
If my husband buys our son’s share and his sister’s would we have to pay the land transaction tax on the total  value of the house or would it just be on the part that he would buy them out on?  

We live in England so it wouldn’t be our main place of residence.
