Is it allowed for a non-taxpayer to transfer their allowance of £1260 to their partner who is currently a taxpayer but then becomes a non-taxpayer as a result of the transfer?

Yes.
The applicant gets a reduced Personal Allowance. This might make them pay tax but it would still be a valid application (assuming they aren't a higher rate payer)
The recipient gets a tax deduction reducing their tax liability. If it only saves them say £50 not the full £252 (current tax year) then it doesn't stop them getting the benefit.1
