Council single person discount retrospective

I was hoping for some help, I was receiving council tax single person discount,   my local authority took this away as they undertook a review and I failed to respond to  a letter confirming that I  was still entitled to the discount. 

I didn't however notice until recently and I am subsequently trying to get the discount retropectively.  I appreciate that I should have noticed on my bank statements, however I pay Direct debit. 

I was entitled to the discount and can demonstrate this however the local authority state it their policy only refund during the current financial year and I have overpaid since 2013.

Is their any policy in this as whilst I appreciate I should have been more aware. I thought that it was a case of only telling them if I had a change, which never happened.

Any advice greatly appreciated.
