Maximum contribution to SIPP for tax relief

If someone earns £8k in a year, can they contribute an £8k lump sum into their SIPP, getting £2k tax relief added, or is £8k the grossed up value, i.e. they can only contribute £6,400, with the £1,600 tax relief grossing it up to £8k?

The latter, gross contribution can be 100% of salary.1
