    If she receives 45p a mile, no further relief can be due.

    Whatever she's doing its unlikely to be correct and she will have to pay back any refund once HMRC realise.

    Can you explain how she completed the P87 claim form?

    If she receives 45p a mile, no further relief can be due. 
    It may not apply, but if the individual has received 45 pence per mile mileage for >10k miles in the year, then a tax liability may apply for exceeding the reduced allowance rate of 25 pence per mile beyond the first 10k miles.
