Will households receive the £150 discount even if they are in Council tax arrears?

Reading between the lines, would a Council be able to assign the £150 energy credit from central Government to reduce CT arrears rather than pass on to the CT bill payer as a credit?
This does not affect me as my property is Band E, but I can see that would make a difference to people in the situation described by the OP.0 -
It is separate. It would have been far simpler to reduce all qualifying council tax bills by £150, but that is not how it works, so there would be no logic in changing that for arrears.0

It would depend on how the final scheme works. It appears it's being made as a payment to them, rather than as an account credit.
