Council Tax Values 1997 Dev.

We live in a small Cul de Sac with all the properties in bands A-D depending on size. All the bandings were based on sale price in '97 backdated to '91 but since then the value hasn't increased and when we put the value in now and back date it to '91 the bandings drop. Can we ask to have the whole street revalued? Could they use '97 prices for banding valuations or can we update them?

Change in property values since 1991 cannot be reflected in the bands if it is due to purely economic circumstances. If there have been physical changes in the vicinity after 1 April 1993 (when CT started) which would have reduced the notional 1991 values, then those changes can be taken into account.
So if there has been no apparent physical change in the area which would reduce the 1991 notional values, there is little chance of the VOA reducing the bands.If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0 -
Difficult for those who weren't around at the time and are used to ever-increasing house-prices to accept, but in many places in the UK house prices in 1997 were about the same as they were in 1991, having just started to pick up again after falling in the interim period

I have just appealed my tax band and it has been refused on the grounds that a previous owner of my property appealed in 1996 and that was refused! The house prices in my post code in 1995/96 were £26,000 to £34,000 and clearly band A - I paid £40,000 in 2002 which is also band A (band B £40,001+)
We've all been put in band B apart from one 10 doors up the road who is Band A (I didn't mention that one in my appeal)
I don't get their reasoning when the proof of house prices is available via gov.uk0 -
If there was an appeal in 1996 which was heard by a Valuation Tribunal, which confirmed Band B then that virtually puts a seal on the matter.
