Payday Loan companies taking fees years down the line

My partner hasn't taken out a payday loan for over 5 years yet a company has taken £24.99 from him. His bank cannot do anything as its apparently a subscription fee.
The businesses I've identified are serpable - unsecuredloans4u - leadbrain - discount butler (newest company of the group) - pickaloan - paydayloansnow
All owned by the same 2 people. No way of contacting anyone to cancel this subscription. Can anyone offer advice?

Change bank accounts would be my first instinct.
Why take a random payment after 5 years ?

lx1992c Discount Butler doesn't look like a payday loan company, it's a subscription service to obtain discounts and the membership fee is £24-99 per month.
