I take your point, as I was mealy talking from my own experience. I agree it is absurd hence why I contested it. Sorry I misunderstood your point:)

If I was you, OP, I would put parking ticket back on your car and parking voucher back on your dashboard and photograph it.
Check the display conditions, it may say to display on the drivers side window or something, though I note you did say "nonsticky".
Daveboy, Tax discs do have to go on front windscreen on the nearside, says so in something like RoadTrafficAct or regulations, or somewhere like it.0 -
Some of these tickets aint always easy to stick on, I bet there are occasions on a sunny day that tickets get less adseive. I am not saying this is the case here, but I have come across this myself and there been occasions where I have used old tickets (the sticky bit) from other car parks to stick the ticket to the screen.

sorry it's getting late and Ive re-read your OP which says you were using on street parking. Please dont take this the wrong way, but are you sure the ticket was face up? the reason I ask is that we had lots of occasions where the breeze from shutting the car door would flip the non sticky tickets over on the dash (they are usually made of very thin paper)
Anyway, the Parking Attendant's notebook should detail what he or she saw, and the office staff will check that for you (or they should ;-))0 -

Police don't really bother where it is. I usuall have mine in the top right hand corner out of the way. Been pulled plenty of times and never had to move it0 -

The same thing happened to me in Southport, when I got back to the car I saw the ticket :eek: And I new I had more time left on it. As I opened my car I found my "unsticky ticket" on the floor.
On the Monday morning I phone up the number on the ticket and explained what had happened and said if it had a sticky back it would not of fell of.
They told me to send the ticket back with a letter stating what had happened, so I did "recorded delivery".
About a week later I received a letter from them saying they will cancel the ticket this time but if it happen's again I would not be so lucky :T .
If i was you I would do the same.

while visiting in aylesbury i saw a traffic warden giving out a ticket then taking a digital photo of the car and the position of the ticket or non ticket.. they took pictures of the right side of the dashboard and the left side and both side windows..i asked why she was doing this and she said all traffic wardens in aylesbury and probably buckinhamshire would be doing it to prevent people telling porkie pies abt were there ticket was..Those we love don't go away,They walk beside us every day,Unseen, unheard, but always near,

If you write a letter explaining the circumstances and include a PHOTOCOPY of both tickets, the fine will be cancelled. I would also be cheeky and ask for an "administration" fee of £15 to cover your time and postage costs as a result of an over zealous traffic warden.
My brother was working in Edinburgh recently and was getting unjustified parking tickets every other day. Apparently the traffic wardens have to meet targets and they look for any excuse to issue a ticket, even when the circumstances don't merit it. He hasn't paid one yet, but the annoying thing was the hassle he had to go to every time just to have the things cancelled.0 -
it is true to say some local authorities have targets (usually where parking has been contracted out to a private company) but in my experience there are no targets/comissions/sweeteners for Parking Attendants working directly to the council - certainly not in the local authority where I worked.
It may have been a genuine mistake.0 -
Good news! Have received a letter from Sefton Council cancelling my parking ticket.
