Housing Factors


Ok, I've lived in the same development for the past 15 or so years - bought flat.
We have had numerous factors over the years and surprising enough all wanted to maximize their profits for each development they factor for but at the same time doing as little as they could. 15 bucks here and there for a !!!!!! light blub change.
They have all ripped everyone off over the years and its costs everybody 000's for nothing.
About 6 months ago we got a new factor in, 65£ p/m - which covers *most* things, like cleaning, gardening, general maintenance, like changing light bulbs, changing security door locks - if need be - replacement of damaged wooden slats in and around communal areas.
This new factor has done more in the last 6 months than all the other factors combined in the last 15 or so years.
So, my question is, is there any kind of legal action that I or the development could take against the older factors?
I would think something like this would have some sort of time limit on it.
I also do believe the Scottish Government was going to bring in some sort of regulation for these companies a couple of years ago, but, as usual, they bottled it.
