IPA - when does it start from?

Hi guys, and thanks again for the brilliant advice in these forums.
I'm now at the stage where I've been told I am going to enter into an IPA purely for council tax and income tax as I have no surplus. I've been sent an agreement to sign, but I'm confused about some of the wording. It states that my council tax payments start when my council confirms I don't pay tax to them this year, and it also states my income tax payments start when the HMRC confirms my NT tax code. These two events have already happened, but the wording places them in the future. Also, the agreement states my payments start within the following month after the agreement is set up, which to me seems opposite to what the first two statements suggest. Could someone please tell me how it's done?
A final question, the bit I have to sign also says "I acknowledge these payments won't stop when my bankruptcy ends" but I thought they did unless I was also having to make payments out of an income surplus. Could someone please clarify?
