Decrease debt or make savings

Hello, everyone! I'm not very good at managing money. I have around £4000 in credit card debt and £1000 in savings
My tax return is expected to be around £2500. Should I use all of it to pay off my debt or shall I pay the debt from half of it, and save the other half?
I realise that many individuals prefer to pay off debt before saving, but I'm not sure how to proceed. Also, what is the best way of budgeting in order to make some savings? Thank you.
