Transfer of title

My partner owns a house, mortgage paid and her ex partner persuaded her to remortgage the house to buy a boat and his name had to go on the deeds for this. The mortgage is now paid and despite saying numerous times that he will take his name off the deeds he is now flatly refusing to do this.
Is there any way to get his name off the deeds to get my partner her house, that she paid for back in her name.
