  • Surely Google earth gives address, but not phone number?
    And certainly not second name.
Combined with the electoral register and telephone directory it does. Given an address both sources are electronically searchable.

Agreed - but both sources will allow you to opt out of  your details being publicly displayed.  You won't find me from them

I think half the phone numbers on my blacklist are from scumbags offering a “free” check on my solar system.

No doubt if I ever allowed one of their ‘engineers’ anywhere near my house they would find I need to replace my inverter for a new one at a very inflated price. I hope the OP managed to stop this.

Quite true but it is a start! Google Earth shows properties with panels and then with street view house names (sometimes) or numbers. Then many other publicly available sources give more data (not just electoral register and tel directory) plus data we have been obliged to produce to make purchases plus available web sites that collate info all make it quite easy to find a lot of info. It may take a few minutes or an hour online to get it all but worth it for the scumbags to 'earn' figures potentially in their hundreds if not thousands.
