Marriage tax allowance

I have had to leave my job to become a carer for my wife, I worked right up till then and my wife had to give up work in 2015 due to illness. Now I have become her carer I belive I can still claim allowance backdated and my question is:- she has no drivers licence and no passport to register for a online account to apply for marriage tax allowance. Is this not a bit bias. Who, how and where do we go to now for this to happen. We are getting pip, universal credit and carers allowance. Please help

It isn't clear exactly what you intend doing.
Marriage Allowance isn't something you can claim (as the recipient).
The person applying gets a reduced Personal Allowance and the other spouse gets a deduction from their tax liability (assuming both are eligible).
But as Jeremy says the application can be done in writing. Or by phoning HMRC.
