Student Loan Overpayment Claim Back Query

Hi, I spoke to thesis today about my 1997 student loan as I thought it gets written off this month, it doesn't. At some point in the (fairly recent) past the required wage to be repaying my student loan has increased (It's now at gross £3,023 per month) and i am now in the bracket to defer paying it back. Apparently I can also claim back three months of payments I have made. Good news! However, why can I only claim back three months? Why can't I claim all the payments I have made when I was under the threshold?
