Customs value reflecting partial refund

I've recently ordered an item from a retailer in the US for which I received a discount for buying one of their products in the past. This required sending in proof of purchase to them and them making a partial refund against the new purchase, which was done before shipment.
The original receipt they provided showed the initial, higher value (which I am advised is the value they have provided on the customs declaration) but they have now sent a final sales invoice with the revised, lower total showing as 'net payment amount', which reflects the refund made.

Can anyone advise if the customs value would take into account partial refunds, and if so if it may be possible to claim back the tax once it arrives?
