Decanting fragrances

So I’ve read many a article online, some state it’s illegal - some states it’s legal.

In some cases, it seems the legislation is different in different countries. 

Does anyone have any definitive answers as I can’t seem to find much ‘confirming or denying’ online?

    What exactly do you mean by ‘decanting fragrances’ for what reason?

    I’d be concerned that they had been open too long/ exposed to sunlight/ old stock etc. How could you verify what you were buying?

    There are companies that do this, and I've used them to buy mini bottles of fragrance to long term test before buying a big bottle. 

    I wouldn't buy this stuff from a random seller on ebay though, as I'd wonder about freshness/storage.

    Well, you couldn't. It's not something I'd purchase; I share your concerns. But I am a member of a higher end perfume "fan" group and it seems to be quite popular there. 

    The likes of Ebay would be an ever harder no for myself but there is a market
