Decanting fragrances

So I’ve read many a article online, some state it’s illegal - some states it’s legal.
In some cases, it seems the legislation is different in different countries.

Does anyone have any definitive answers as I can’t seem to find much ‘confirming or denying’ online?
Thanks,

I’d be concerned that they had been open too long/ exposed to sunlight/ old stock etc. How could you verify what you were buying?annabanana82 said:

There are companies that do this, and I've used them to buy mini bottles of fragrance to long term test before buying a big bottle.
I wouldn't buy this stuff from a random seller on ebay though, as I'd wonder about freshness/storage.

Well, you couldn't. It's not something I'd purchase; I share your concerns. But I am a member of a higher end perfume "fan" group and it seems to be quite popular there.silvercar said:
