I have a provident loan (in my name) but for my parents, as they can not get one where they live. They pay it weekly.
When i file for BR, do i declre this, and do i just explain on the forms why this is paid but my other debts are hardly paid at all?

Yes. The OR needs to know about every debt that is connected with your name, whether the debt is for you or someone else, & whether it's only in your name or a joint one with someone else. Explain the situation on the forms & to the OR when you have your interview.
