Fences and walls are best dealt with by a give & take approach. For example is there something you can do that will improve his garden? Perhaps there's a tree overhanging you can prune/remove and a friendly conversation about once you do the tree he'll do the wall. Or that you'll put trellis up on the newly built wall and he's free to use it.

How do you know it's their wall op? Only asking as half the garden in the property we've just bought belonged to someone else without the owner knowing, until I checked the deeds. Are you absolutely, 100% sure it's not yours or a joint responsibility?

Looking at your deeds and the neighbour's would be a good idea. I once owned a property where the deeds clearly stated I was responsible for maintaining a particular fence. I forget whether I owned the original fence
